Bowling Green State University (BGSU), a university of approximately 20,000 students located in Bowling Green, Ohio USA (which is located in the Northwestern part of Ohio, USA) has agreed to admit Tanzania students who show a lot of promise for building up the country of Tanzania, by awarding tuition waivers to these excellent Tanzanian students who do not otherwise have all the funds needed for study at a
university in the United States. This opportunity is available through the Great Lakes Consortium for International Training and Development (GLC) and its Tanzania Project Advisor Karl Gingrich. Tuition waivers mean that they will grant the accepted students $54,000 (USD) in tuition fee waivers for four years of undergraduate study. This opportunity is also available for graduate level studies for those who have a university degree, not a diploma, under a similar program. Tuition waivers for graduate students are gained through being accepted for an assistantship, which also usually carries with it a stipend for living expenses in addition to tuition waivers. It is the responsibility of the student applicant to make certain that all of the following is accomplished. Those being considered have kept in close e-mail and personalcontact during this entire process. It is not the responsibility of BGSU or the GLC to keep in contact with the student applicant.
Consideration will only be given to those students who meet all of the following 11 criteria:
1 - The student must return to Tanzania after completion of their studies, and work to develop Tanzania. The goal of this program is to build up the country of Tanzania by providing higher education opportunities to exceptional Tanzania students. Its goal is not to create a pathway for immigration to the US.
2 – The undergraduate student is expected to stay in the US for the entire four year undergraduate period in order to complete their entire course of study. Any family obligations must be taken care of prior to their travel to the US. Spouses and other dependents cannot come with the students.
3 – Karl Gingrich will interview all prospective students before they begin this process. All admission applications for this study opportunity will be submitted and coordinated through Karl Gingrich, GLC Project Advisor – e-mail: gingrich@tds.net. Any other contact or submissions will make it difficult and possibly impossible to process your application for this program. No other person in Tanzania is
authorized to recommend students for this program. However, there are some people in Tanzania who are aware of this program and they can provide information to assist you in this program.
4 - The student must take a course of study which BGSU offers. The many courses of study can be reviewed on the web site www.bgsu.edu
5 – In order to assess a student’s academic achievements and to determine their eligibility for this program, a copy of the student’s records must be submitted for review to Karl Gingrich. These records are their national exam reports and all of their annual secondary school reports, in addition to any other academic reports that they might have. For graduate students all the transcripts from their degree program must be submitted. These records must show that the student is an outstanding student, meaning that for undergraduate studies they are a Division One student in both A and O levels, and for graduate level studies they must provide evidence of a very high Grade Point Average (GPA) from their university degree work. The Certified Copies of student records can be submitted either in person to Karl Gingrich when he is in Tanzania or by scanning them into a file and sending them through e-mail attachment files to gingrich@tds.net
Bowling Green State University will be the sole and final determinant of those accepted into this program for either the undergraduate or the graduate levels, based upon the original records submitted.
6 – At the proper time and when told to do so, the student must take the English language examination (TOEFL). For graduate level studies the student must also take, in advance of their consideration, the GRE examination (or other graduate level test as specified by the BGSU catalog.) These examinations are administered at the University of Dar es Salaam. There is a fee for these examinations. Other places in
Tanzania to sit for these examinations are not accepted and the results will be rejected. You can only take these examinations and TOEFL at an official authorized testing center.
7 - After being accepted by BGSU, and when BGSU provides them with a US government form I-20, the student will be required to take their Tanzania Passport to the US Embassy in Dar es Salaam and obtain a US student visa. There is a fee for this.
8 - The student will be required to provide evidence that they have funds available for traveling to the US, totaling at least $2,700 to $3,000 ,
for their immediate travel and student living expenses. You will be required to show this evidence in order to obtain a US Student Visa at the US Embassy. These costs are broken down and will be used as:
a - Air transportation one way from Tanzania to Bowling Green Ohio. The nearest airport is Toledo Ohio or Detroit Michigan;
b - Sufficient funds to begin living and studying in the US; approximately $1,900 which is broken down and needed for: first semester’s books cost $400; deposit on apartment and first month’s rent cost $450; first month’s food cost $100; first semester’s medical insurance cost $800; miscellaneous school supplies cost $150. If you come without these funds you will have many difficulties. There is no one other then yourself who will pay these expenses for you. Failure to come with these funds may make it necessary for you to return to Tanzania immediately. You will use all of these funds at once upon arrival in the U.S.
9 - In order to pay for all of your on-going living expenses while you are studying at BGSU, the student will work on the BGSU campus. You will be expected to work at least 20 hours each week and you will be paid for this work. The pay received from this work will provide for your ongoing living expenses.
10 – The GLC will assist all the students when they arrive and while they are at BGSU and the GLC will provide advice and other support for their comfort and safety while they are at BGSU. The GLC will not provide financial support.
11 – Those students who can pay for their own annual tuition can also apply through Karl Gingrich and we will assist them in the application process, assimilation into the campus, gaining jobs to pay for living expenses, and an introduction to other East African students studying at BGSU. The GLC will also assist these tuition paying students to gain in-state tuition fees which is a substantial reduction in the tuition cost.
This process for the selection of students for tuition waivers is a very long process, typically taking at least one year. Students who are considering this process are encouraged to begin early. Students who wish to study in the U.S. are also encouraged to inquire at the US Embassy in Dar es Salaam. There are regularly scheduled programs at the Embassy to help prospective students gain additional information on study in the U.S. The embassy personnel are aware of this BGSU program.

Ernest Makulilo never dreamed he would be celebrating his 27th birthday in a foreign country - America.
Makulilo is the U.S. Fulbright Foreign Language Visiting Scholar who teaches Global Connections: Discover Africa at Marshall University.
Makulilo's journey from his home in Tanzania to Marshall was not a simple one. It began when he was finishing the second year of his 3-year program at the University of Dar es Salaam, Tanzania, majoring in political science with a minor in language. Makulilo was studying to become a lecturer at the university. That year he became an intern with the United Nations High Commission for Refugees. His adviser was a 25-year-old woman from the Netherlands, and her experiences working in Iraq and Afganistan impressed Makulilo, and he decided to search for scholarships.
Borrowing his friend's laptop, Makulilo would get up at 6 a.m. every Saturday and visit the wireless access points in his university.
"I would use the Internet for almost eight hours," Makulilo said. "I was not eating, drinking, whatever. And I promised myself every Saturday that I have to get one scholarship information."
Makulilo's plan was to go abroad as soon as he graduated. At the time, coming to the United States was not an option for him because securing an American visa was difficult. He was required to take the Test of English as a Foreign Language (TOEFL) and the Graduate Record Examinations (GRE), both of which were expensive.
One day while Makulilo was on the Internet hunting for scholarships, he saw an ad for the Fulbright program. He was immediately wary.
"In Africa anyone, any day, is looking for the opportunity to go abroad, - that is reality," Makulilo said. "So you see a lot of people are putting things online that is not true and they want you to give them money."
Makulilo contacted the U.S. Embassy. He discovered the information was real and his background in language would make him eligible to take the Fulbright exam under the foreign language section. Makulilo went to the information session and saw there were 400 applicants.
"After the session I told my friends that if they want one applicant in the Fulbright program, that one applicant is me," Makulilo said. "I promised myself I am going into the war of going to the U.S."
Makulilo had six months to prepare his application, which consisted of 32 questions. As well as the essays, Makulilo also had to find three recommendations. He said this was difficult.
"Not many people are going to recommend you," Makulilo said. "They say, 'if I recommend you, you are going to the U.S. and I have to stay in Tanzania,' and this was a professor. There is a lot of jealousy."
Makulilo also had to pay for the medical exam, which cost him close to his entire allowance for the month.
Makulilo's efforts paid off and he was one of the 27 applicants chosen to move to the interview stage.
The day of the interview came and Makulilo arrived ready for difficult questions.
"In Africa, or Tanzania in this instance, if someone has achieved something, (they) do not want others to reach his level," Makulilo said. "Sometimes he can make objections. So they ask questions not to ask but to defeat you. This was just like a war."
By 10 a.m. the next day Makulilo heard he had passed the interview.
Only the TOEFL exam remained. It was a grueling experience since it was the first time Makulilo had taken an exam on a computer, but he passed.
Days went by and other people in the program began to receive word where they had been assigned. Makulilo waited but nothing came. Finally, he was told that his contract with Marshall had been approved.
There were still some close calls. Students at Makulilo's university held a protest, and he was worried that if it lasted more than three days, his school would be shut down. If that happened, Makulilo would not be able to get the papers Marshall required for the program.
Another close call occurred when Makulilo could not produce his transcripts to Marshall. His university required students to wait until after the graduation ceremony but Makulilo needed the information in advance in order to come to Marshall. He finally sent the documents with a day to spare.
Despite the hardships he endured, Makulilo is grateful to the Fulbright program and to Marshall.
"The Fulbright program is the only program to me which I really appreciate because it is my first time to travel outside my country," Makulilo said. "I promised myself that if I get a son or a daughter, his or her name will be Fulbright-Marshall Makulilo."

I take this opportunity to congratulate my best friend Mr. Ernest Makulilo for his effort, visions, missions,objectives and dreams that he had since when we came to know each other! He had been my very wonderful friend who by any means had been thinking of staying abroad! I still encourage him to continue with such motivation towards achieving other intended goals ahead of his life! Makulili is really a good example to Africans who always keep their brain domant and static towards fulfilling their intentions! Big up man and all the best forever.

My dear friend Ernest! I see I'm not the only person who really feels proud about you. Whenever I think about success I think that it comes in many forms and from many directions. Often it does not come easily and all the obstacles and distractions thrown in our direction will do their best to stop us from acting on our dream and achieving the success we want.
I find it helpful, when I'm going through a difficult time and the obstacles look insurmountable, to read about how others have succeeded -- in whatever way they were pursuing their dream and working to make it real.

Upon completion of the studies, the student will be paid the cost of one-way air ticket to his/her home country.
III.Required documents
1. A completed on-line application form.
2. A scanned copy of the last university degree or certificate.
3. A scanned letter of acceptance from your chosen educational institution, confirming your admission, subject of study and duration of the Master’s degree program (must not exceed a maximum of two years).
4. A proof of meeting any prerequisites, including language proficiency.
5. A short essay – of about 250 words in English – giving reasons for applying for OFID’s scholarship, explaining your educational goals, and clearly describing how you will use the experience gained from your Masters degree studies to help in the development of your home country.
6. Two letters of recommendation from professors and/or lecturers at applicant's present university.

II.Disbursement of the Scholarship Fund
The terms and conditions of payment will be determined in coordination with the student upon his/her selection in accordance with the following guidelines:
1. The tuition fees, including any supplementary examination fees, as may be required by the academic institution, will be paid by OFID directly to the academic institution. Health insurance will be paid in accordance with the institution’s own standard medical scheme.
2. A monthly allowance to cover living expenses, books and accommodation, will be transferred to the student’s own personal bank account on a quarterly basis.
3. Prior to the start of his/her first year studies, the student will be paid a relocation grant, equal to two-month allowance. OFID will also pay for travel costs from the nearest airport to the student’s place of residence, to the nearest airport to the chosen place of study. Upon completion of the studies, the student will be paid the cost of one-way air ticket to his/her home country.
III.Required documents
1. A completed on-line application form.
2. A scanned copy of the last university degree or certificate.
3. A scanned letter of acceptance from your chosen educational institution, confirming your admission, subject of study and duration of the Master’s degree program (must not exceed a maximum of two years).
4. A proof of meeting any prerequisites, including language proficiency.
5. A short essay – of about 250 words in English – giving reasons for applying for OFID’s scholarship, explaining your educational goals, and clearly describing how you will use the experience gained from your Masters degree studies to help in the development of your home country.
6. Two letters of recommendation from professors and/or lecturers at applicant's present university.

The Government of Canada offers scholarships as part of the *Canadian Commonwealth Scholarship Program (CCSP)* and *Government of Canada Awards (GCA)*. These scholarships are tenable at recognized Canadian publicly funded universities that meet the requirements below.
The goal of the *Graduate Students' Exchange Program (GSEP)* is to encourage Canadian universities to develop or expand their exchange programs. The objective is to provide opportunities for students of the eligible countries listed below to participate in exchange programs for a period of 4 to 6 months.
The GSEP is funded by *Foreign Affairs and International Trade Canada (DFAIT)*. The agency responsible for financial and administrative matters is the *Canadian Bureau for International Education (CBIE)*.
Criteria for Eligibility
*NOTE: *Students must be citizens in one of the countries listed below who are enrolled in full-time studies at the Master’s or PhD level and paying tuition fees at their home institution for the full duration of the exchange. More than one exchange program at a given university may apply.
Anyone who has obtained Canadian citizenship who has applied for permanent residency in Canada is not eligible for this award.
An existing exchange agreement between the Canadian institution and the student’s home university is desirable. If there is no existing graduate exchange, please note that we will consider graduate research applications which involve a new or established collaboration between professors from a Canadian and foreign university that may develop into an institutional partnership.
Students already participating in an exchange program in Canada are not eligible.

Financial reporting is not required.

Master’s Scholarships for Public Policy and Good Governance (PPGG)
What are the objectives of the programme?
This programme is designed to academically qualify future leaders in politics, law, economics and administration according to the principles of Good Governance and to prepare them in a praxis-oriented course for their professional life. The programme offers very good graduates with a first university degree (Bachelor or equivalent) the chance to obtain a Master’s degree in disciplines that are of special relevance for the social, political and economic development of their home country. With the knowledge and experience acquired in Germany the scholarship holders should later contribute to the establishment of democratically devised economic and social systems aimed at overcoming social tensions. In addition, the training at German institutions of higher education should especially qualify the scholarship holders as partners in political and economic cooperation with Germany. With this programme, DAAD intends to contribute to the support of Good Governance and civil society structures in selected partner countries and regions.
Who can apply?
The scholarship scheme is open to candidates from Africa, Latin America, South Asia, Southeast Asia as well as from countries in the Middle East.
Target group
Very well qualified graduates with a first university degree (Bachelor or equivalent) who in the future want to actively contribute to the social and economic development of their home countries.
What is fundable?
Scholarships for (generally) two-year Master courses at a German institution of higher education. The successful candidates will study on selected Master courses with one of the following focuses: Public Policy, Good Governance, International Relations, Public Management, Administration, Civil Society. The courses have an international orientation and are taught in German and / or English.
The scholarship holders will study in groups and be offered special tutoring at their host institutes. Furthermore, there is the possibility of networking events for participants in different courses and their attendance at tailor-made summer-schools.
The scholarship holders will be placed in German courses for up to 6 months before taking up their Master studies.

Selection
In addition to the study results achieved so far, the main criterion for selection is a convincing description of the subject-related and personal motivation for the study project in Germany and the expected benefit after the return to the home country.
For Master courses taught in German or in German and English language good German knowledge (ideally at completed A 2 level at the time of application) is an advantage, as the universities generally require good German knowledge. For courses taught in English documented good English knowledge (generally a minimum of 550 TOEFL scores or equivalent) is required.
The university degree should have been obtained during the last six years before the application for the scholarship. Applicants cannot be considered if they have been in Germany for more than one year at the time of application. All Master courses have further additional requirements that must be fulfilled by the applicants at any case.

Information about the papers to be submitted is listed on the application form ("Antrag auf ein Forschungs-/ Studienstipendium") which can be obtained from the Internet (www.daad.de/en/form), from the diplomatic and consular representations of the Federal Republic of Germany or from the DAAD lecturers, Offices and Information Centres in your home country where you can also submit your application.
DAAD cannot consider incomplete applications.
The decision on the award of scholarships will be taken by a selection committee composed of professors from the Master courses and representatives of DAAD.

This programme is designed to academically qualify future leaders in politics, law, economics and administration according to the principles of Good Governance and to prepare them in a praxis-oriented course for their professional life. The programme offers very good graduates with a first university degree (Bachelor or equivalent) the chance to obtain a Master’s degree in disciplines that are of special relevance for the social, political and economic development of their home country. With the knowledge and experience acquired in Germany the scholarship holders should later contribute to the establishment of democratically devised economic and social systems aimed at overcoming social tensions. In addition, the training at German institutions of higher education should especially qualify the scholarship holders as partners in political and economic cooperation with Germany. With this programme, DAAD intends to contribute to the support of Good Governance and civil society structures in selected partner countries and regions.
Who can apply?
The scholarship scheme is open to candidates from Africa, Latin America, South Asia, Southeast Asia as well as from countries in the Middle East.
Target group
Very well qualified graduates with a first university degree (Bachelor or equivalent) who in the future want to actively contribute to the social and economic development of their home countries.
What is fundable?
Scholarships for (generally) two-year Master courses at a German institution of higher education. The successful candidates will study on selected Master courses with one of the following focuses: Public Policy, Good Governance, International Relations, Public Management, Administration, Civil Society. The courses have an international orientation and are taught in German and / or English.
The scholarship holders will study in groups and be offered special tutoring at their host institutes. Furthermore, there is the possibility of networking events for participants in different courses and their attendance at tailor-made summer-schools.
The scholarship holders will be placed in German courses for up to 6 months before taking up their Master studies.

Chinese Government Scholarship for Master and Doctoral Degree Programs for International Students -2009
2009 Autumn Semester Government Scholarship for Master and Doctoral Degree Programs in English for International Students
I. Number of scholarship available: 10
II. Details of the Scholarship
Chinese Government Scholarship scheme is established to provide full scholarship to international students. Ocean University of China (hereinafter referred to as the University or OUC) is authorized to administer the recruitment of the international government scholarship students who will study in the University.
The scholarship durations are 2-3 years for master degree student and 3-4 years for doctor degree students beginning in the September of 2009 and ending in the July.
The Scholarship includes:
1. Tuition fee
2. Accommodation on campus (Note: water and electricity fee should be afforded by the student him/herself)
3. Monthly Living allowance:
- Master degree students, scholars: CNY 1,700 Yuan per month;
- Doctoral degree students, scholars: CNY 2,000 Yuan per month;

1. Applicants must be non-Chinese nationals in good health.
2. Education background and age limit:
- Applicants for master degree studies must have bachelor’s degree and be under the age of 35.
- Applicants for doctoral degree studies must have master’s degree and be under the age of 40.
V. Application Materials
The applicants must fill in and provide the following materials truly and correctly (in triplicate, one original and two copies).
1. Application Form for Chinese Government Scholarship (printed by CSC, please refer to File 4), one original and two photocopies, in Chinese or in English. Please read carefully the important notes on the last page before filling out the form. Please complete the form in Chinese or English. If the form is not filled in on PC, please write legibly in black or blue ink. Please indicate with ‘X’ in the blank chosen. Any forms that do not follow the notes will be invalid.
2. Notarized Copy of bachelor’s degree/master’s degree (applying doctoral degree program). If applicants are university students or already employed, they should also provide relevant documents to prove. Documents in languages other than Chinese or English must be attached with translations in Chinese or English.
3. Original transcript (or a notarized copy) .Applicants for Master degree program or Doctoral degree program need to provide Original transcripts (stamped by the university). Transcripts in languages other than Chinese or English must be attached with translations in Chinese or English.
4. A study or research plan in Chinese or in English (no less than 800 words/ 2 pages, very important).
5. Two letters of recommendation .Applicants must submit two letters of recommendation in Chinese or English by professors or associate professors (very important).
6. CV. The CV is to introduce your education background, your experience or your publication in relative research field done before.
7. Photocopy of Foreigner Physical Examination Form (printed by Chinese quarantine authority and only for those whose period of studies in China lasts up to six months, please refer to File 5) filled in English. The medical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, official stamp of the hospital or a sealed photograph of the applicants are invalid. The medical examination results will be valid for 6 months. All applicants are kindly requested to take this factor into consideration while determining the time to take the medical examination. The original Foreigner Physical Examination Form will be certified by the local authorities. In the case of failure to pass certification, a new physical examination must be done at the stipulated hospitals.
8. Three photocopies of a COMMON passport (no diplomatic or service passport)
Note: Black ink pen or gel pen shall be used to fill all the forms. If any question in preparing the documents, please contact the admission office.
VI. Application Deadline
The above-mentioned materials should directly reach Ocean University of China by May 31th, 2009. Individual applications will not be accepted by CSC.

Commonwealth Shared Scholarships Scheme
The Shared Scholarship Scheme is a joint initiative between the UK Department for International Development (DFID) and UK universities, to support scholarships for students from developing Commonwealth countries who would not otherwise be able to study in the United Kingdom.
List of developing Commonwealth countries
Awards are for taught postgraduate courses only. All courses undertaken must be demonstrably relevant to the economic, social or technological development of the candidate's home country and a list of the eligible courses at each institution is available in the booklet for the 2009 Scheme below.
Who is eligible?
Applicants should:
a. be nationals of (or permanently domiciled in) a Commonwealth developing country, and not currently be living or studying in a developed country
b. hold a first degree at either first or upper second class level;
c. be aware that sponsoring institutions are asked to give priority to candidates under the age of 30 but may give reasons for wishing to make exceptions for older candidates
d. be sufficiently fluent in English to pursue the course
e. have not previously studied for one year or more in a developed country
f. not be employed by a government department (at national level) or a parastatal organisation (employees of universities are normally acceptable, however)
g. be able to confirm in writing that neither they or their families would otherwise be able to pay for the proposed course of study
h. be willing to confirm that they will return to their home country as soon as their period of study is complete

Awards are only available at participating institutions. All UK Universities were asked, in spring 2008, whether they would wish to offer joint awards for 2009. Participating universities are required to support the student stipend for the award holder. DFID funds support the cost of tuition fees, return airfares and other allowances.
How many awards are available?

How can I apply?
Individual universities will handle advertising and recruitment directly and applications should therefore be addressed to the participating university direct. Candidates should note that institutions are asked to forward their nominations to the CSC no later than 31 May 2009; where institutions have not specified a closing date candidates should contact the institution so as to ascertain the latest date that the institution is willing to accept applications.

The Master of Arts in Sustainable International Development (SID) degree program is pleased to announce the 2009 Feldman Fellowship, which will be awarded to an early- to mid-career development professional with a demonstrated commitment to integrated conservation and development. The fellowship begins in late August 2009.
The Feldman Fellow will join SID graduate students from over 40 countries at Brandeis University in an interdisciplinary study of development and project management emphasizing poverty reduction, gender, human rights, and biodiversity conservation. The Fellow will complete a year in residence at SID, then work at a field conservation site during the second year of the program.
The Feldman Fellowship includes full tuition, fees, airfare, and living expenses for the year-in-residence at Brandeis, and airfare and all university fees for the second year fieldwork.
Nominations are encouraged from international and governmental development institutions and NGOs. Self nominations are accepted, and women are especially encouraged to apply.

8 PhD Scholarships at Ruhr Graduate School in Economics, Germany

The Ruhr Graduate School in Economics (RGS Econ) is a three-year PhD program initiated and founded by three universities of Germany’s Ruhr Area - the University of Bochum, the Technical University of Dortmund and the University of Duisburg-Essen - as well as by RWI Essen, one of Germany’s leading economic research institutes. The research environment at the RWI Essen allows the students to participate actively in policy consulting and to establish contact with policy decision makers.
About the Program:
The program provides postgraduate education in all relevant fields of modern economics, covering theoretical and empirical methods in microeconomics, macroeconomics, econometrics, labor economics and industrial economics.
SCHOLARSHIPS
The RGS Econ offers a number of PhD Scholarships (1300 Euro per month, approx. 1700 USD) available for students who will commence their studies in 2009. The maximum duration of a scholarship is three years and it’s tax-free. The program is free of tuition fees.
Qualifications:
The RGS Econ is looking worldwide for applicants with an excellent academic record and a Master, Diploma or equivalent degree in economics or related fields. A strong background in quantitative methods is necessary for a successful application. The language of the program is English. Hence, a good command of English is a prerequisite. The RGS Econ wants to attract high-level students, who conduct research at an internationally competitive level and finish their dissertation thesis within three years.
